<P>PROBLEM TO BE SOLVED: To realize an increase in chance to use a service by adjusting a state of providing resources to each user at present and in the future to allow a margin for NW resources. <P>SOLUTION: This system is provided with a resource consolidating section 30 for adjusting a state of distributing content to each user terminal 10 to reduce the resources, a resource selling section 31 for selling the resources to each user terminal 10, and a resource determining section 32 for determining idle resources in an NW. The section 30 is provided with a resource consolidation determining function 301 for determining whether or not the resources may be put together, and an NW control function 302 for performing traffic control in the NW on the basis of the determination whether or not the resources may be put together. The section 31 is provided with a database 310 of user information, an accepting function 311 for accepting an NW resource request from a user, a reply function 312 for replaying to the resource request, and a notifying function 313 for notifying a person who has made a reservation of resources.
