PROBLEM TO BE SOLVED: To provide a technology of emulsification of conventional cosmetic raw materials in no or in an extremely decreased amount use of a surfactant. SOLUTION: The emulsion composition comprises (1) 5-20 wt.% of a polyhydric alcohol, (2) 1-5 wt.% of a higher alcohol, (3) 1-5 wt.% of a fatty acid and (4) 0.01-5 wt.% of a water-soluble polymer in which more than 50 % of the polyhydric alcohol is glycerol or a polyglycerol and the weight ratio of the higher alcohol to the fatty acid is 2/1-1/2. The emulsion composition can directly be used as a cosmetic, but in another case, the emulsion composition is diluted with oily components or aqueous components and the diluted mixture can be used as a cosmetic.
