PROBLEM TO BE SOLVED: To transmit data while taking into account a real time property while monitoring the receiving situation of a retransmitted packet.

SOLUTION: A data transmitting part 10 transmits a packet while adding a time stamp and a sequence number thereto. A data receiving part 20 uses the sequence number to detect a packet loss and requests retransmission of an omitted packet. The data transmitting part 10 retransmits the packet requested to retransmit. The data receiving part 20 uses a reception report packet to report the receiving situation of a data packet 100 and uses a retransmitted reception report packet 140 to report the receiving situation of a retransmitted packet 130. The receiving situation of the retransmitted packet includes the number of received retransmitted packets. On the basis of the receiving situation of the retransmitted packet, the data transmitting part 10 controls data transmission.
