PROBLEM TO BE SOLVED: To provide an IP address management device capable of continuously allocating the same IP address as that before disconnection to a radio terminal device even though a communication connection between the radio terminal device and a radio communication network is disconnected due to any factor with no limit to handover. SOLUTION: This IP address management device is provided with a communication part 11 for transmitting and receiving data to/from the radio communication network, and an IP address managing means (managing part 12 and IP address management table 13) for allocating an IP address, makes a response and manages the allocated IP address according to the reception of an IP address acquisition request from the radio terminal device for performing IP packet communication through the radio communication network. When the IP address management means receives a disconnection notification of a communication connection between the radio communication network and the radio terminal device, the IP address management device releases the IP address allocated to the radio terminal device after a lapse of a fixed period from when receiving the notification.
