PROBLEM TO BE SOLVED: To provide a displacement correction device capable of correcting a displacement of an image reference point of the present page to a reference page without going through a complicated processing of decoding and inversely quantizing code string data. SOLUTION: The displacement amount of the image reference point of the present page to the reference page is detected on the basis of the analysis result of the syntax of code string data formed by frequency-converting and hierarchically compression-encoding a pixel value of every rectangular section of a predetermined area of static image data divided to a plurality of sections (step S5), and the image reference point of page coordinates of the present page is moved so as to match with the image reference point of page coordinates of the reference page according to the displacement amount (step S8). Accordingly, the displacement of the image reference point of the present page to the reference page can be corrected without going through the complicated processing of decoding and inversely quantizing the code string data.
