PROBLEM TO BE SOLVED: To prevent a vehicle speed from exceeding a limitation vehicle speed and a malfunction. SOLUTION: A vehicle speed limitation controller is provided with a clutch detecting means 5 and 7, a vehicle speed limitation means 5 for limiting a fuel injection quantity not to exceed the set limitation vehicle speed for a vehicle speed and a vehicle speed limitation release means 5 for releasing the operation of the vehicle speed limitation control means 5. When the vehicle speed limitation release means 5 receives a disconnection signal of a clutch in operation of the vehicle limitation control means, an operation release of a vehicle speed limitation control is delayed as a release delay time (VSL Release Delay Time) in a predetermined time. After an ending of release state of the vehicle limitation control, the operation release of the vehicle limitation control is rejected as a release rejection time (VSL Release Rejection Time) in a predetermined time.
