PROBLEM TO BE SOLVED: To stabilize an idling with reducing the manufacturing cost of a controller. SOLUTION: A required torque to drive a compressor 2 with a controller 14 for air conditioning and an engine controller 19 respectively is calculated. This enables the reduction of the manufacturing cost of the controller 14 for air conditioning and the engine controller 19, because it is not necessary to install a communication means for transmitting and receiving the information about the drive torque between the controller 14 for air conditioning and the engine controller 19 for both the controllers. Then, an idling rotational speed of an engine 11 can be stably controlled independently of an air conditioning load without driving up the manufacturing cost of a vehicle.
