For assembly of the components it is assumed that existing standard door fixtures are adopted. In a condition of panic, the door is opened by conventionally actuating the door handle. Monitoring of the state of charge of the power source is permanently indicated, with a signal (RF signal) communicated to a monitoring control point, and communicated from there to a mobile RF phone/ public network telephone.
