PROBLEM TO BE SOLVED: To reduce the time required to complete the updating of databases of all SCPs under the control of an SMP. SOLUTION: A database updating part 22 of the SMP 2, if detecting an error upon a request for updating the databases to the SCPs 3, 4, creates an updating data retransmission transaction based on updating request information and registers it in a table 24. Upon the request for updating the databases to the SCPs 3, 4, if the name of the table for which the updating is requested and a key field are respectively the same as the name of the table of an update retransmission transaction and the key field which are registered in the table 24, the contents of the updating request are involved in the updating data retransmission transaction. On the other hand, if the updating data retransmission transaction exists within the retransmission transaction table 24 with regular time intervals, a database updating data retransmitting part 25 of the SMP 2 retransmits a request for the updating the database to the corresponding SCP according to the updating data retransmission transaction.
