PROBLEM TO BE SOLVED: To provide a recording and reproducing controller capable of minimizing such a state that a head hits a control information recording area to make the access impossible. SOLUTION: By a recording/reproducing control part 10, a magnetic head 12 is moved to the control information area to record the control information after video data are recorded on a data recording area of a hard disk 11 by specifying a recording start address, and after the specified time (e.g. 30 seconds), again the video data recording process is repeatedly carried out. Further by the recording/reproducing control part 10, when there is no access for e.g. 3 seconds with respect to a hard disk drive 14 after the magnetic head 12 is moved to the control information recording area to record the control information, the control such as moving the magnetic head 12 to the recording start address, to which the next video data are to be recorded, is carried out.
