PROBLEM TO BE SOLVED: To provide a power supply charging system and method capable of adding power feed (capacity) in a storage medium while maintaining power feed even when the power feed capacity stored in the storage medium became small. SOLUTION: In the power supply charging system or method, power use is charged by storing a measured power feed according to the power usage in an IC card, and measuring the power feed corresponding to the power use. This system is provided with a means 26 for storing the power feed capacity for storing the feed capacity stored in the IC card so that the power feed with a designated value can be transferred between the IC card and the means 26 for storing the power feed capacity. Thus, it is possible to transfer the power feed capacity in the IC card to the power feed capacity storing means 26, and to extract the IC card while the power feed is maintained, and to newly add a power feed capacity to the IC card.
