PROBLEM TO BE SOLVED: To provide a bicycle pedal device with pedals always kept in a horizontal condition. SOLUTION: At the front part of the first pedal crank 11 having a pair of right and left crank-shaped crank arms 13 fixed to both ends of a driving chain axle 12 horizontally extending to the right and left sides, and pedal shafts 14 fixed to the ends of the crank arms 13, respectively, a second pedal crank 16 is installed which has a pair of right and left crank-shaped crank arms 18 fixed to both ends of a rotating shaft 16 horizontally extending to the right and left sides, and pedal shafts 19 fixed to the ends of the crank arms 18, respectively. On the right and left pedal shafts 14, 19 of both pedal cranks 11, 16, the right and left plate pedals 20 are pivotally mounted, respectively, in horizontal via shaft fitting holes 21 formed in the rear and front ends thereof.
