AUTOMATIC NUMBER PLATE RECOGNITION DEVICE

PROBLEM TO BE SOLVED: To provide a highly accurate automatic number plate recognition device capable of accurately recognizing even a number plate of a motorized two-wheeled vehicle in a small plate size or the like regardless of the inclination of the number plate.

SOLUTION: After detecting the number of times of the luminance change of image data picked up by an image pickup device 1, a ternary coding processing is performed corresponding to the number of times of the luminance change. When the change pattern of a ternary code becomes the combination of the ternary code "3-1-2" continuous in a prescribed area or the combination of the ternary code "3-2" continuous in the prescribed area, recognition is performed as the number plate.
