<p><P>PROBLEM TO BE SOLVED: To provide a foundation material for a civil engineering skeletal structure which is assembled to yield a civil engineering skeletal structure showing an improved strength and safety (and to expand the use of the "skeletal structure") by improving the strength of the foundation material for the skeletal structure used for constructing a civil engineering structure. <P>SOLUTION: The foundation material (preferably a panel or a skeleton piece) for a civil engineering skeletal structure is manufactured using a compound containing cement, a pozzolan fine powder with an average particle size of≤1μm, a fine aggregate with a particle size of≤2 mm, fibers (preferably steel fibers with a length of≥2 mm and a ratio of length to diameter of≥20), a quartz powder with an average particle size of 3-20μm, fibrous particles and/or flaky particles with an average particle size of≤1 mm, a water-reducing agent and water.
