PROBLEM TO BE SOLVED: To provide a flexible polyurethane foam of high support(HS) or of high support(HS)/high resiliency(HR), by using the chemical which can reduce the FTC in a small dose and moreover has only the minimum influence on the processing of the foam, the odor of the foam and the other characteristics of the foam. SOLUTION: The flexible polyurethane foam of high support(HS) or of high support(HS)-high resiliency(HR) is manufactured by the catalytic reaction of one or more di- or poly-isocyanate and (a) a polyoxyalkylene polyol or polyoxyalkylene polyol blend each having at least 1,000 average hydroxyl equivalent and at least about 25 % of average primary hydroxyl content and also (b) a water-containing foaming agent of an affective dose, in the presence of a liquid hydrocarbon having about 70-about 130 isocyanate index and containing such a polymerized butadiene of more than 50 % as being in an amount of about 0.01-about 0.5 part by mass relative to 100 parts by mass of the above polyol component (a).
