PROBLEM TO BE SOLVED: To provide a stamper capable of easily and inexpensively manufacturing an optical disk substrate whose cross section is rectangular and the smoothness of a slope between the land and the groove is excellent. SOLUTION: The method for manufacturing the optical disk substrate stamper includes (1) the step of forming a dielectric layer constituted of at least a dielectric on a master optical disk provided with a pattern flat part corresponding to a recording track, and a slope not parallel to the flat part, (2) the step of eliminating the dielectric layer present in the slope by anisotropic etching in which etching rates are different for the flat part and the slope, and (3) the step of forming a conductive film on the master disk and plating the conductive film with a metal.
