PROBLEM TO BE SOLVED: To enable a program corresponding to an operating condition of a user to be started only by a user's opening a flip-type electronic apparatus so as to omit troublesome key strokes which are usually required to start the programs stored in the flip-type electronic apparatus. SOLUTION: The opening state of the flip is successively detected by an open-close detector 11, and the opening detection signals are outputted to a speed detector 12. The speed detector 12 detects the opening speed of the flip on the basis of the change rate of a rotation angle contained in the opening detection signals which are successively inputted from the open-close detector 11, and opening speed detection signals are outputted to a program starting part 14. The program starting part 14 starts a program corresponding to the opening speed among programs 1, 2, and 3 stored in a storage 13, based on the opening speed detecting signal inputted from the speed detector 12.
