PROBLEM TO BE SOLVED: To provide a silver halide photographic sensitive material improved in poor conveyance in an exposure machine by automatic conveyance, such as an image setter, and improved in adhesion of scum in development process in an automatic processing machine, and also to provide an image forming method for the silver halide photographic sensitive material. SOLUTION: In the silver halide photographic sensitive material having at least a silver halide emulsion layer and a non-photosensitive hydrophilic colloidal layer on a support, a charge amount by tribocharging of a surface on a side opposite to a side with the emulsion layer by a nylon teremp is 0-1.0×10 pc/cm<SP>2</SP>, and the outermost non-photosensitive hydrophilic colloidal layer on the emulsion layer side does not substantially contain a fluorine-based surfactant having only a trifluoro group as a fluorine-containing organic group and contains a specified fluorine-based surfactant or a betaine type surfactant.
