PROBLEM TO BE SOLVED: To provide an electrophotographic apparatus and a process cartridge, free of occurrence of fog, etc., having high sensitivity, and free of occurrence of ghost. SOLUTION: In the electrophotographic apparatus which comprises a charging device, an exposure device, a developing device and a transfer device and does not comprise a charge eliminating device, and in which dark-area potential (Vd) is -500 V≤Vd≤-400 V, a charge generating layer of an electrophotographic photoreceptor contains a phthalocyanine pigment and an azo compound, a thickness (d) of a charge transport layer is 9μm≤d≤18μm, a charging member used in the charging device has a roller shape, and a ten-point average roughness (Rzjis) of a surface of the charging member, an arithmetic average roughness (Ra), and an average length (RSm) are 5μm≤Rzjis≤20μm, 0.5μm≤Ra≤2.0μm, and 20μm≤RSm≤100μm, respectively.
