PROBLEM TO BE SOLVED: To provide a device which restrains the occurrence of a swirl in a discharging fluid from a cylindrical tank and efficiently discharges the fluid. SOLUTION: The occurrence of the swirl that is caused by the Coriolis force when the fluid decreases is restrained by providing partitioning plates inside the cylindrical tank, thus enabling an efficient discharge of the fluid.
