A fine particle-producing apparatus (1) includes two tubes, which are an outer tube (11) and an inner tube (21) that are coaxially arranged. A top portion (21a) of the inner tube (21) is apart from a top portion (11b) of the outer tube (11) by a relatively long distance. A fluid (II) flows in the inner tube (21) toward its top portion (21a), and a fluid (I) flows as a continuous phase in the outer tube (11) toward its top portion. A command from a controller (31) controls each of pumps (14, 24), providing flow speeds of the fluid (I) and fluid (II) in the outer tube (11) and inner tube (21) with appropriate values. As a result, the fluid (II) discharged from the top portion (21a) of the inner tube (21) is a liquid drop (3) with a desired diameter, having a substantially spherical shape surrounded by the fluid (I) in the outer tube (11).
