PURPOSE: A paper delivering and receiving device is provided to evenly align papers in such that a surface of stacked papers maintains perpendicularly to a ground and to evenly align papers by using a gravity without using a mechanical member such as a coil spring. CONSTITUTION: A paper delivering and receiving device includes a paper tray(52) for stacking papers arrayed along a horizontal direction. A stopper device is provided to receive the papers discharged onto the paper tray(52). A restriction member is provided to restrict a trailing edge of the paper on an establishment position. At least one of the stopper device(53) and the restriction member is installed such that it moves to a paper discharging direction. A movable body is installed at the stopper device(53) such that the movable body moves from a front stop position to a rear operation position.
