The device has a movable tube sliding in a fixed tube (4) and locked by two hollow grooves. The translation movement of the tube is limited by a collar (4) guided on the tube (4) by four long grooves (7). A screw (8) turning on a thread permits to tighten the device once the screw is positioned. The movement of two retractable hooks (13) fixed at each free end of the tubes is controlled by two springs (15) fixed on a cap.
