PROBLEM TO BE SOLVED: To obtain a predetermined electric field strength even in any place within a target area while reducing interference by adjusting setting of an install height of an antenna, a radius of the area, a vertical beam width and its tilt angle while considering the relation among them. SOLUTION: In the base station equipped with the antenna for transmitting/receiving radio waves within the area under control, the vertical beam width of the antenna is set on the basis of an estimated angle calculated from the install height of the antenna and the radius of the area. Besides, the tilt angle formed from a horizontal direction in the apex of the antenna and the direction of a maximum radiation electric field of the radio wave can also be set on the basis of said estimated angle.
