PROBLEM TO BE SOLVED: To provide a valve timing changing device of an internal combustion engine for regulating a change in the valve timing, and surely releasing regulation without causing a malfunction of a rotational movement regulating means. SOLUTION: A vane member 30 for rotating together with a camshaft 1 is housed in a housing member 18 for rotating together with a sprocket 17, and a plurality of hydraulic fluid chambers 34 and 35 are formed. An engaging hole 48 is arranged in the housing member 18. The vane member 30 is provided with an engaging member 47 freely protruding-retreating in the radial direction and engageable with the engaging hole 48 by projecting the tip. The relative rotational movement of the housing member 18 and the vane member 30 is regulated by engaging the engaging member 47 with the engaging hole 48 by moving in the radial direction, and the relative rotational movement of both is allowed by releasing engagement with the engaging hole 48 by moving in the centripetal direction.
