PROBLEM TO BE SOLVED: To provide a valve timing changing device of an internal combustion engine for surely changing the valve timing without impairing sealing of a hydraulic fluid chamber. SOLUTION: A vane member 30 for rotating together with a camshaft 1 is housed in a housing member 18 for rotating together with a sprocket (a rotary body) 17. A projection 28 turning inside in the radial direction and a step part 54 are formed in the housing member 18. A plurality of vanes 33 projecting in the radial direction and a step part 49 are formed in the vane member 30. An engaging hole 48 is formed in the step part 54 of the housing member 18, and an engaging member 47 arranged so as to freely protrude-retreat in the radial direction and having the tip engageable with the engaging hole 48 is arranged in the step part 49 of the vane member 30. The relative rotational movement of the housing member 18 and the vane member 30 is regulated by engaging the engaging member 47 with the engaging hole 48.
