PROBLEM TO BE SOLVED: To provide a heat pump device hardly permitting deposited frost on an outside heat exchanger at heating. SOLUTION: The upstream side outside heat exchange part 18a is arranged at an upstream side of air flow of a radiator 25 and the downstream side outside heat exchange part is arranged at a downstream side of air flow. a coolant is flushed only to the downstream side outside heat exchange part 18b at heating and heat exchange is carried out with air after passing through the radiator 25. Since only the downstream side outside heat exchange part 18b is functioned as a heat sink, after heating an engine 9, a temperature of air blown to the downstream side outside heat exchange part 18b is raised at an operation condition where the radiator 25 releases heat and the frost generated at an initial stage of the operation can be melted.
