PROBLEM TO BE SOLVED: To provide an image forming apparatus that can accurately perform a correction processing against density variation even when image data having low gradation, particularly, binary image data not having gradation is inputted, and a method of processing an image. SOLUTION: Image data inputted to an image data input section 211 is converted to image data having a greater gradation number by a multi-value processing section 215 and a prioritization processing section 216 sets a priority order to each pixel forming the image data based on the converted image data. A representative value processing section 213 counts the number of black pixels in the image data and a correction processing section 214 corrects the counted number of the black pixels. A binarization processing section 217 generates an image of which the pixels in the number corrected by the correction processing section 214 are made to be the black pixels, according to the priority order set by the prioritization processing section 216.
