PROBLEM TO BE SOLVED: To provide a water reforming apparatus capable of reforming water to alkaline water which doe not cause production of trihalomethanes even if the water is refrigerated and preserved after reforming. SOLUTION: This water reforming apparatus is equipped with an electrolytic cell 22, first and second electrodes 12 and 13, one or a plurality of sheets of intermediate electrodes 14 composed of magnesium, and a controller 15 for controlling the voltage impression to the first and second electrodes 12 and 13 and reforms the water to the alkaline water by impressing a voltage to the first and second electrodes 12 and 13 to dissolve Mg<SP>2+</SP>ion from the intermediate electrode 14 into the water. Water passages 17 and 18 to make the water flow are disposed in the electrode 12 and are provided with a flow rate sensor 16 for detecting the flow rate of the water flowing in the water passages 17 and 18. The controller 15 performs control so as to stop the voltage impression to the first and second electrodes 12 and 13 when the flow rate detected by the flow rate sensor 16 is below a prescribed value.
