PROBLEM TO BE SOLVED: To offer an electric opening and closing device for a toilet seat or toilet cover which can close a toilet seat or toilet cover with a stable closing movement by absorbing variation in cogging torque. SOLUTION: The electric opening and closing device for the toilet seat or toilet cover comprises rotating shafts rotated with the toilet seat or toilet cover, a dc motor which turns over in forward/reverse directions these rotating shafts, respectively, and a drive circuit for actuating the motor. Also, the driving force of the motor is transmitted to the rotating shafts through a speed reducing gear train to open and close the stool seat or cover. And, the electric opening and closing device for the toilet seat or toilet cover performs recursive controlling of close driving and short brake control and/or free controlling when actuating the toilet seat or cover in a closure direction.
