<P>PROBLEM TO BE SOLVED: To provide a thin film ceramic green sheet formed using a water-based solvent and having excellent sheet characteristics. <P>SOLUTION: Ceramic slurry is prepared by mixing ceramic raw material powder, a vinyl acetate-based emulsion binder and water, and the ceramic green sheets 14 and 16 are formed. In this case, the ceramic slurry contains a vinyl acetate-based emulsion binder (A) having 1.5-3 μm average emulsion particle diameter (D50) and a vinyl acetate-based emulsion binder (B) having 0.5-1 μm D50 and the ratio of the vinyl acetate-based emulsion binder (B) to the total of the vinyl acetate-based emulsion binders (A) and (B) is controlled to be 50-100 mass%. The ratio of the solid matter of the vinyl acetate-based emulsion binders to the ceramic raw material powder is controlled to be 10-14 wt%.
