PROBLEM TO BE SOLVED: To provide a paint for forming an electrode, wherein an electro-chemical capacitor having excellent strength and higher capacitance value is obtained at the lower price. SOLUTION: The paint for forming electrode of electro-chemical capacitor comprises: fine particles of carbon; fine particles of metal oxide having the particle size which is smaller than that of the fine particles of carbon; a binder; and water, and/or organic solvent, and the average particle size of fine particle of metal oxide is ranged from 5 to 100 nm. The fine particles of metal oxide are formed of an oxide/composite oxide of at least an element selected from a group including In, Sn, Cu, Mo, Ta, Ni, W, Mn, Sb, Ti, Zr, Co, and Fe or of a mixture of these elements.
