PROBLEM TO BE SOLVED: To provide an emergency stop device for a moving body capable of appropriately stopping the moving body by restraining stress on the moving body if the moving body is in an emergency stop state, and to provide a failure determination method for the emergency stop device. SOLUTION: A rotational speed of an actual servomotor 11 is compared with that of the servomotor 11 at T seconds after the operation of a dynamic brake. If a variation in the rotational speed of the servomotor 11 is smaller than a prescribed variation, an electromagnetic brake 12 is operated, and after the operation of the dynamic brake, the electromagnetic brake 12 is operated if the rotational speed of the servomotor 11 is smaller than a prescribed rotational speed.
