SOLUTION: This function proxy system for a control system comprises the delivery system 10 for controlling the equipment to be controlled, which is owned by the user, and a common system 20 connected to the delivery system 10 through a communication network 30 and owned by a service provider. The delivery system 10 processes the control ifnormation of the equipment to be controlled in a steady time and transmits the control information to the common system 20 through the communication network 30 in a non-steady time. The common system 20 processes the transmitted control information, and returns the processing result to the delivery system 10 through the communication network 30, whereby the common system 20 carries out the function for each delivery system 10 in the non-steady time.
