PROBLEM TO BE SOLVED: To provide a steel for forging in which inclusions capable of exhibiting excellent fatigue properties are refined. SOLUTION: The steel for forging has a composition satisfying, by mass,≤0.007% (exclusive of 0%) S,≥5 ppm Ca, 5 ppm to 0.006% Mg, 0.015 to 0.04% Al and≤15 ppm (exclusive of 0%) O, and also satisfying inequality (1): 35×[Ca]≤40×[Mg]+1,200 äwherein, [Ca] denotes the Ca content (mass ppm), and [Mg] denotes the Mg content (mass ppm)}.
