PROBLEM TO BE SOLVED: To solve a problem of increase of brake pad exchanging frequency to increase brake pad exchanging work frequency as regeneration invalidation occurs in a case of operating an electric car using regeneration brakes. SOLUTION: A regeneration invalidation preventing device 50 is provided in a substation 5 to supply power to an electric car 1 that is operated along a track 3 and a feeder 4, so that regeneration power is accumulated. Generation of regeneration invalidation is detected by a regeneration invalidation detector 12 mounted on the electric car 1, and abrasion quantity of a brake pad is determined for each electric car 1 in accordance with the number of generation of regeneration invalidation by a data processing device 21.
