PROBLEM TO BE SOLVED: To effectively form a binary image for OCR processing. SOLUTION: A scanner system (101) of this invention comprises an image acquiring device (10) that acquires an image picture representing a document from a document and a binary image forming device (20) that forms a binary image corresponding to the image picture acquired by the image acquiring device. The binary image forming device comprises a threshold setting part (22) that detects a luminance distribution of a standard color from a standard imaged picture to which the standard color indicating a specified luminance to acquire a binary image is given, and sets as a threshold a luminance value with the highest intensity from the detected luminance distribution, and a binarization processing part (25) that carries out binarization processing, using the threshold to the imaged picture acquired by the image acquiring device and forms a binary image corresponding to the imaged picture.
