PROBLEM TO BE SOLVED: To prevent an invasion of raindrops and the like into a building inside. SOLUTION: An inner sleeve 4 where piping 5 is inserted is arranged by penetrating a building side wall 1 and an outside wall 2, and an outer sleeve 3 is arranged outside the inner sleeve 4 with an interval. The outer sleeve 3 is fixed to the outside wall 2 and the inner sleeve 4 has the first sleeve 4a fixed to the building side wall 1 and the second sleeve 4b contacted to the first sleeve 4a connected along the longitudinal direction.
