<P>PROBLEM TO BE SOLVED: To prevent an object from being discontinuously processed by a time difference in an image processing system for detecting the object by the time difference and detecting the object by a background difference. <P>SOLUTION: A CPU 204 in a camera includes an image photographing unit 205 for controlling a driving unit 203 and obtaining a desired image via a CCD 201, and a moving object detecting unit 207 for detecting an invading object by a time difference using images obtained in time series. An external PC 208 includes a background acquiring unit 209 for acquiring a background (reference image), an invading object detecting unit 211 for detecting the invading object by background difference processing, and a processing unit 213 for taking action against the detection of the invasion or movement of the object.
