PROBLEM TO BE SOLVED: To test wireless transmission characteristics at constant transmission power even without mounting a function required just for the wireless transmission characteristics test on mobile terminal equipment. SOLUTION: A testing device 100 judges test items and, when performing the wireless transmission characteristics test, transmits a layer-3 signal to mobile terminal equipment 150 to realize a wireless connection by a CDMA wireless interface, thereby transmitting a signal to be measured. When the testing device 100 transmits the signal to be measured, a mobile terminal RLC control part 109 notifies an RLC part 152 of the transmission stop of a signaling signal, and on the basis of the notice, the RLC part 152 stops transmitting the signaling signal and transmits only the signal to be measured.
