<p><P>PROBLEM TO BE SOLVED: To correctly represent actual action or the like as a whole in relation to a lot of apparatus which move as a group. <P>SOLUTION: A three-dimensional virtual model part 16 of a simulation device 10 is provided corresponding to each of actual control targets. A control information output part 22 reads out control information stored in a control information storage part 20 and writes it in a control data storage part 38. An operation execution part 36 reads out operation/function information, which executes the control information output by the control information output part, from an operation/function information part 30, controls a three-dimensional virtual model generated by a three-dimensional virtual model generation part 34, and sends out operation information of the virtual model to the control information output part 22.
