PROBLEM TO BE SOLVED: To provide an air-conditioning controlling device to work between a variable displacement compressor and a cooling fan capable of controlling one of them quickly on the basis of the situation of the other and capable of avoiding restriction in terms of layout in designing the inside of the vehicle. SOLUTION: A power-saving unit 3 of an air-conditioner 1 for a vehicle decides the discharge capacity of the variable displacement compressor 4 in an air-conditioning cycle and the rotating speed of a motor-driven cooling fan 33 in such a way that one is decided on the basis of the other, and performs a capacity control of the compressor 4 by emitting a duty signal for the compressor 4, and also performs a rotational control of the cooling fan 33 by emitting the duty signal for the fan 33.
