<P>PROBLEM TO BE SOLVED: To provide a rolling support device for a fuel cell with an excellent seizure service life characteristic even under severe conditions, such as high temperature, high speed and mixing of gas containing steam and moisture. <P>SOLUTION: An outer ring 11 of a needle roller bearing 10 is formed by using a seizure-resistant material which is formed by applying hardening at 200°C or higher to alloy steel comprising 0.3-1.1 wt.% C, 0.15-1.5 wt.% Si, 0.5-1.8 wt.% Cr, 0.15-1.8 wt.% Mn and the balance Fe with inevitable impurities, after carbonitriding, such that the value representing as a product of Si concentration (wt.%) and N concentration (wt.%) of the material's surface is 0.08-0.91.
