<P>PROBLEM TO BE SOLVED: To prepare a non-halogen flame-retardant adhesive admixture used for flat cables, or the like, having high adhesivity to a base film, or the like, and having sufficient flame retardance. <P>SOLUTION: This non-halogen flame-retardant adhesive admixture comprises 100 pts. wt. polyester resin containing at least a polyester resin having -70 to 90°C glass transition temperature and 5,000-50,000 molecular weight, 20-120 pts. wt. magnesium hydroxide, 20-120 pts. wt. aluminum hydroxide, 20-120 pts. wt. nitrogen-containing organic flame retardant such as melamine cyanurate, 10-50 pts. wt. boron compound such as barium metaborate, 10-50 pts. wt. calcium compound such as calcium carbonate and 0-50 pts. wt. zinc hydroxystannate.
