PROBLEM TO BE SOLVED: To provide a fishery trespasser monitoring system and a fishery trespasser monitoring method that can exclude a ship, such as a marine leisure boat, about to trespass in a trespassing-prohibited fishery, and even if a trespass is found, can severely warn the person concerned by identifying the trespasser. SOLUTION: Trespassing-prohibited fishery areas 14 are registered in positioning means 12 in latitude and longitude coordinate data 15. The positioning means 12 automatically compare current position information and the latitude and longitude coordinate data 15 on the trespassing-prohibited fisheries to automatically determine whether a trespass is found or not in the trespassing-prohibited fishery areas 14.
