PROBLEM TO BE SOLVED: To provide a valve timing changing device of an internal combustion engine for advantageously avoiding reduction in strength of an engaging member without generating a level difference between the opening end of a cylinder hole and an engaging hole and an end surface of a hole member embedded in these holes. SOLUTION: A rotational movement regulating means 44 regulates the relative rotational movement of a housing member 18 and a vane member 30, and is formed of the engaging hole 48 formed in the housing member 18, the cylinder hole 45 formed in the radial direction in the vane member 30 and the engaging member 47 arranged in this cylinder hole 45 so as to freely protrude-retreat and having the tip engageable with the engaging hole 48. The cylinder hole 45 is formed by embedding a cylinder hole member 50 in this cylinder hole 45. The engaging hole 48 is formed by embedding an engaging hole member 55 in this engaging hole 48. A surface of a part for opening the cylinder hole 45 and the engaging hole 48 is formed as a plane at a substantially right angle to the axis of the respective holes 45 and 48.
