PROBLEM TO BE SOLVED: To provide a valve system and an internal combustion engine with this valve system, capable of improving noise durability around tappets and eliminating tappet adjustment. SOLUTION: This engine includes a cam 13 of which the height and the cam acting angle are formed so as to be continuously changed and which is rotated integrally with a cam shaft 11 and constituted so as to be relatively moved in the axial direction, and a valve lifter 20 for retreating valves 31 by being pressed by a cam surface of the cam 13. The valve lifter 20 includes the tappets individually disposed at the plurality of and the same type of valves 31 provided on an intake side or an exhaust side, and a tappet guide 23 for supporting the tappets.
