PROBLEM TO BE SOLVED: To provide a manufacturing method and a manufacturing device for a shock absorber for packaging which exactly fold a sheet at a high speed to much more enhance a folding efficiency, enable high speed and further facilitate exchange and maintenance of a mold. SOLUTION: The device has an applying apparatus for applying paste and a folding apparatus for zigzag folding the sheet. The folding apparatus 4 for zigzag folding the sheet presses down the sheet 70 transferred to a folding station along a folding line in the center with a center plate 40. Two pairs of folding units comprising a mountain-folding plate 45 arranged in the lower side of the sheet transferring conveyor 17, a pusher 30 and a valley-folding guide 34 both being arranged in the upper side move symmetrically about the center plate 40 as the center to fold the sheet orderly in the direction from the center to both edges, the center of the sheet being a base point.
