PROBLEM TO BE SOLVED: To reduce manufacturing cost without lowering heat radiating property even when a metal substrate is eliminated for reduction in size of the PWM module. SOLUTION: The PWM module 10 is provided, within a housing 15, with: a first electronic component 11 including a heat generating body 11a which generates a large amount of heat; a second electronic component 12 which is easily influenced by the heat generated from the heat generating body 11a; and an insert substrate 14 including an insert pattern 14a to which the electrode 11b of the first electronic component 11 is connected, and also provided with a heat radiating member 16 for transferring the heat in the housing 15 to the outside thereof. In this PWM module 10, an insulating substrate 17 is also provided in separation from the insert substrate 14, the second electronic component 12 is mounted to both surfaces of this insulating substrate 17, and the heat generating body 11a of the first electronic component 11 is held to the heat radiating member 16 in separation from the insert substrate 14.
