PROBLEM TO BE SOLVED: To configure a settlement system that uses a general-purpose IC credit card.

SOLUTION: The settlement system 100 comprises a service providing device 200 for providing services and a mobile communication device 300 for requesting services. An order and purchase part 113 requests an order for a service, a transmission part B 110 transmits the service order to the service providing device 200, and a reception part A 220 receives the service order. A security processing part 103 and a security control part 223 interlocks to execute a procedure for settlement of the service provided, by means of the IC credit card 12 usable in settlement processing other than electronic toll collection system (ETC) settlement.
